Jack Lambert celebrated his 23rd birthday by snatching a deserved point for Quakers at Edgar Street.
Quakers trailed to an early goal, then missed a penalty through Will Hatfield, before Lambert, who had only been a sub for a few minutes, grabbed the equaliser.
Quakers had plenty of possession, especially in the second half, and nearly won it late in the game.
Here's the view of manager Alun Armstrong
Quakers went a goal down on 5 minutes, when Tom Owen-Evans dispossessed Jake Lawlor, and Modou Faal pounced when the ball dropped to him and fired past the exposed Tommy Taylor.
Quakers nearly levelled with a free kick from the left that was whipped in by Ben Hedley, and Kevin Dos Santos was inches away from turning the ball in at the near post.
Quakers were awarded a penalty on 17 minutes when Will Hatfield put Cameron Thompson clear in the box but he was pulled down by the keeper, Brandon Hall.
Hatfield stepped up, but Hall guessed correctly, dived to his right and saved the penalty.
There weren’t many chances created after that, with both defences on top, but Quakers having more of the possession.
Rivers made a good run on 38 minutes from the left and played the ball in to O’Neill, who was crowded out by three players in the box, then a good interchange of passes gave Hatfield a shooting chance, but his effort was charged down.
Hereford replied with a shot by Luke Haines that went well over the top.
Quakers nearly levelled just on half time, when Kallum Griffiths crossed with his left foot from the right, for Jarrett Rivers to head straight at Hall.
Half time: 1-0
Quakers were awarded a free kick on 52 minutes for a foul by Pollock on Thompson, but Griffiths' free kick went into the wall.
Thompson made a great run on 54 minutes and pulled the ball back into the middle , but a defender put the ball out for a corner.
Jack Lambert came on for Jarrett Rivers on 57 minutes, then Jake Cassidy for Kevin Dos Santos on 68 minutes.
Hereford broke on 69 minutes when Owen-Evans had a chance from a right wing pass, but his shot was deflected over.
Cassidy nearly scored with his first involvement , when he played a 1-2 with O’Neill and hit a right foot shot inches wide of the right hand post.
Quakers' pressure was rewarded when they levelled on 72 minutes. O’Neill laid the ball off beautifully with his head for Lambert to run into the box, shrug off two defenders, and then beat Hall with the help of a deflection.
Hereford had more urgency about them after the introduction of McLean, and Taylor saved a low shot from Kouhyar.
Quakers nearly scored with four minutes left. Lambert won a corner on the left, whipped the ball in and there was a scramble in the six yard box before Wheater, off balance, put the ball over the top.
With two minutes left, Quakers won a corner on the other side. Rose curled the ball over for Lambert to head just over.
The game livened up in the closing stages. Grgiffiths broke up the right but his final pass was just ahead of Griffiths, then Hedley made a good interception to stop McLean
